Gloucester County Stormwater Management

Welcome to Gloucester County's Stormwater Management Website. The goal of this site is to provide a resource for both local officials, as well as the general public. Thanks for your interest and we hope that you find it informative and useful.

The Gloucester County Freeholders, through the leadership of Freeholder Director Stephen M. Sweeney, initiated the coordinated program through the Gloucester County Improvement Authority (GCIA). The purpose of the program is to not only meet the New Jersey Department of Environmental Protection's (DEP) permit requirements, but do so in a way that cost savings could be realized by each municipality through coordinating a regional effort instead of having the burden rest on individual towns, as is called for by the state. The County is addressing a number of each town's permit requirements to help alleviate the financial burden on them, while providing for more coordinated efforts that will better manage our environment. By utilizing a countywide, watershed based approach, the end product will also be something that our municipalities can actually use above and beyond just meeting the minimum DEP requirements.

The Freeholder Board's watershed-based approach to stormwater is unique in the state of New Jersey. It also makes sense by saving money for local taxpayers through economies of scale and the use of technology, not necessarily available at the local level. By coordinating the preparation of DEP required plans by each of our 24 municipalities, we will not only save time and money, but better control non-point source pollution to improve the water quality throughout Gloucester County.
