Stormwater GIS Development
There are a number of SBRs and BMPs in the Phase II Municipal Stormwater General Permit that can be accomplished more effectively using a countywide GIS. These include:
- Municipal Stormwater Management Plans - including mapping environmental features and performing the build-out analysis and pollutant-loading calculations on a municipal and HUC-14 (subwatershed) basis.
- Outfall pipe mapping
- Storm drain inlet mapping
- Monthly street sweeping
The GCIA is developing a GIS for these requirements using the existing County GIS, GIS coverages available from the NJDEP, recent aerial photographic coverage available from the DVRPC and information made available by the municipalities. The Figure below illustrates one of the GIS coverages developed by the DVRPC for development in the region. The GIS will be used in the development of the respective portions of the stormwater management plan. The GIS will be made available for incorporation into the County’s GIS, for use by municipalities, and for use by the DVRPC.

When the work is completed on these stormwater management activities, a significant amount of new information will have been incorporated into the County's GIS system. In addition, the GIS will have been upgraded in several important areas, particularly the information relating to zoning within the 24 municipalities. The GIS will have been made a more useful tool for the County and the municipalities. And because much of the critical data related to stormwater management will have been incorporated into the GIS, it will be an invaluable resource to use in addressing possible future stormwater NJPDES permit requirements that are expected to be imposed by the NJDEP in the future.
