Pollution Prevention Plan

The NJPDES Municipal Stormwater General Permit requires that each Tier A municipality develop, implement, and enforce a Stormwater Program. The stormwater program is to be described in the municipality’s written Stormwater Pollution Prevention Plan (SPPP). The SPPP describes how the municipality will implement each of the Statewide Basic Requirements (SBRs) and their Best Management Practices (BMPs) and it also facilities and provides a place for stormwater program record keeping.

In order to assist Tier A municipalities with the development of the their Stormwater Program and SPPP, representatives from the County’s Stormwater Program prepared a draft SPPP for each Tier A municipality and reviewed these with the respective Municipal Stormwater Coordinator. Comments and updated information were then incorporated into the SPPP and a Stormwater Program binder was prepared that includes relevant NJDEP stormwater guidance documents and record keeping forms. The Stormwater Program binders were provided to and reviewed with each Municipal Stormwater Coordinator and include a compact disk containing the initial SPPP.

Municipalities are not required to submit the SPPP to the NJDEP. The NJDEP will review the completed SPPP as part of regular compliance assistance inspections. The SPPP should be available for use by the municipal employees it may affect. Copies should be provided to each member of the Stormwater Pollution Prevention Team and one person should be responsible for updates. The SPPP must also be available to the public at reasonable times during regular business hours.

The SPPP is a dynamic document that needs to be updated and revised as people, tasks, and best management practices change.
