Regional Stormwater Programs
A Regional Stormwater Management Plan (RSWMP) identifies and develops solutions to stormwater problems that should be managed on a regional basis. A RSWMP must result from a participatory process and requires the creation of a broadly representative regional planning committee. The RSWMP addresses the stormwater-related water quality, groundwater recharge and/or water quantity impacts of existing and new land uses in a regional stormwater management planning area, which must be a watershed or subwatershed(s). The recommended regional stormwater management measures, including any proposed design and performance standards, must be at least as protective as would be achieved under NJAC 7:8-5, when considered on a regional planning area basis. Once a RSWMP is complete, the lead planning agency submits the plan to the NJDEP, and if appropriate, to the designated water quality planning agency (DVRPC for Gloucester County), as a request to amend the area-wide Water Quality Management Plan.
Regional Stormwater Management Planning Programs are underway in portions of a number of Gloucester County watersheds and their sub-watersheds, including the Upper Maurice River, Raccoon Creek, and Mantua Creek. The RSWMPs have been undertaken through joint efforts of the Gloucester and Camden County Soil Conservation Districts, Rowan University and the Gloucester County Planning Department and funded by the NJDEP. These RSWMPs are in various stages of development.
